CL Medilaw’s medical negligence solicitors are profoundly concerned by the findings of the independent investigation into paediatric orthopaedic surgeries carried out by Ms Kuldeep Stohr at Addenbrooke’s Hospital in Cambridge. The report reveals a disturbing pattern of missed opportunities, systemic failures, and a lack of accountability that has led to harm for hundreds of patients, many of them children from 2012 to 2024.
Systemic Failures in Paediatric Orthopaedic Surgery
The investigation, commissioned by Cambridge University Hospitals NHS Foundation Trust (CUH) and conducted by Verita, highlights that concerns about Ms Kuldeep Stohr’s surgical practice were raised as early as 2015. Yet, despite a critical external review in 2016 identifying serious shortcomings, the Trust failed to act on its recommendations. As a result, deficiencies in care persisted for years, affecting the lives of vulnerable patients and their families. The paediatric orthopaedic surgeon continued to operate on children “without effective managerial oversight” and she had a “disproportionately high surgical workload”, the report adds.
The consequences have been devastating. Children have undergone operations that fell below expected standards, resulting in complications, further surgeries, and long-term physical and emotional trauma. Families were misled, and the truth was concealed for nearly a decade.
CUH’s Response and Commitment to Change
CUH has now acknowledged the findings and recommendations made by Verita in full, and has issued a public apology. The Trust has committed to implementing a comprehensive action plan, which includes management and support for doctors, improved governance of clinical services, effective oversight of clinical reviews, and embedding a collaborative, open and accountable medical culture.
Roland Sinker, Chief Executive of CUH, described the report as “difficult reading” and pledged that the Trust would “work tirelessly” to deliver the changes needed to build a safer and more effective organisation. The Trust formally excluded Ms Stohr from work in February 2025.

Gail Waller, Partner at CL Medilaw, commented: “The findings of this report are deeply distressing. This was not simply a case of individual error, it was a failure of the system to protect patients. It is unacceptable that children were exposed to unsafe surgical practices for so long, and that no less than 32 opportunities to act upon concerns were ignored. At CL Medilaw, we are here to support families who have been affected not just legally, but with compassion and clarity. We will work tirelessly to ensure their voices are heard and that they receive the justice they deserve.”
